COMMUNIQUE OF A ONE-DAY ROUNDTABLE DISCUSSION ON THE PROPOSED TAX REFORMS ORGANIZED BY THE KADUNA CHAMBER OF COMMERCE,INDUSTRY,MINES AND AGRICULTURE

The Kaduna Chamber of
Commerce,Industry,Mines and Agriculture
(KADCCIMA)is pleased to present this communique highlighting the key
outcomes of the one-day roundtable discussion on proposed tax reforms,held on 19*December 2024,in Kaduna.
This significant event convened a diverse group of stakcholders,including policy makers,industry leaders,tax experts,and
representatives from various sectors,to deliberate on the critical aspects of the
proposed tax restructuring aimed at fostering economic growth and enhancing
fiscal sustainability within our region.
As a focal point for economic dialogue and
collaboration,KADCCIMA is committed to ensuring that such discussions
contribute meaningfully to the development of a moreequitable,efficient,andcompetitive tax system.
This document serves to encapsulate the ideas,insights,and recommendations produced during the session,intended to inform and guide future policy decisions.
The President of KADCCIMA opened the session by emphasizing the importance
of the proposed tax reforms.
He explained that the bill was submitted to the National Assembly,sparking debate and calls for amendments.Many Nigerian
never knew anything about the bill until it has gone to the National Assembly.It is
better to know about the bill that’s the reason for this roundtable.
The bills aftergoing through the second reading in the National Assembly is now referred to Nigerians for deliberation.
The following are some of the key points discussed:
-Highlighted how,even during military administrations,laws were carefulv
deliberated before being passed.The tax reforms bill should not be rushed into
implementation without thorough revicw and input from al stakcholders to cnsure
it is effective and fair.
-Emphasired the importance of leaming from historical trends to deign fair and
effective tax reforms today.

Emphasized the importance of the govenment being open to both positivi
and negative criticism regarding policies including the new tax reforms bills
Increasing taxes does not automatically lead to increased economic growth
.This is not the right time to increase any type of Tax,because we can not
have taxation in the midst of poverty.
.We helped South-Africa to fight Apartheid but we are entrenching it here
with the introduction of different bands for electricity consumers.
Fundamentally there is a trust deficit between the leaders and the led.
Criticism is essentials for improving governance and ensuring policies aligr
with the public’s needs
-82%of the Valued Added Tax (VAT)is collected from Lagos,while the
13%comes from Rivers State.
-This statistic underscores the heavy reliance on a few states for the national
revenue generation
-People of Nigeria are often thinking as a region and not as a unified nation
-Mindset need to change for the country to progress as a collective whole.
-The main issue with VAT today is that it has not been captured by the
constitution,and that’s the reason for the tax reforms bills,that we should
see this as an advantage,because the North has been docile for a very long
time.
-One of the merits of this tax reforms bill is the enormous advantage it has
given to Agric business.
-Everything in the begiming was shrouded in secreey that is the reason for
the agitation by different stakeholders especially in the North.
Recommendation on the way forward for effective implementation:
