It has come to our notice that the Economic and Financial Crimes Commission (EFCC) is collaborating with our former Director of Legal and former Director of Administration to call on our contractors, who have already received mobilisation funds, to return the funds.
I, Dr. Bashir Ibrahim Bello, MD/CEO of Formal Act Legacy Ltd. and African Sub-Regional Coordinator of the United Charity Foundation (UCF) – FICOD, state unequivocally that I am not a party to these actions.
At no time did I:
* Authorise anyone to sign any letter on my behalf;
* Instruct any person or group to demand a refund of mobilisation funds from contractors; or
* Mandate the return of funds already issued for project execution.
All mobilisation funds must remain with the contractors as disbursed.
We continue to uphold every existing contractual agreement between Formal Act Legacy/United Charity Foundation (UCF) – FICOD and all contractors who received mobilisation funds from us.
Under no circumstance should any contractor give money to anyone or sign any letter purportedly on behalf of Formal Act Legacy without my direct and verifiable authorisation.
Any contractor called by the EFCC in that respect should not refund any funds but take the matter to court.
Any of such actions being carried out by former officials or external individuals are unauthorised, fraudulent, and should be disregarded.
